CC has passed the directions that:<\/p>\n<p>\u201cThe cities\/towns where air quality is \u2018moderate\u2019 or below, only green crackers be sold and the timings for use and bursting of crackers be restricted to two hours during festivals, like Diwali, Chatt, New Year\/Christmas Eve etc., as may be specified by the concerned State. This direction is on pattern of direction of the Hon\u2019ble Supreme Court in (2019) 13 SCC 523, which we are applying to areas moderately polluted or below air quality due to aggravated effect during Covid-19.<\/p>\n<p>If nothing is specified by the State, timing will be 8 to 10 pm on Diwali and Gurupurb, 6 am to 8 am on Chatt and 11.55 pm to 12.30 am during Christmas and New year eve (which have yet to come and do not fall in November but if ban continues) and not otherwise\u201d.<\/p>\n<p>Sr. No. Festivals Day Time of bursting of crackers<\/p>\n<p>1. Diwali 4th November 2021 From 8.00 pm to 10.00 pm<\/p>\n<p>2. Gurupurab 19th November 2021 From 4.00 am to 5.00 am and From 9.00 pm to 10.00 pm<\/p>\n<p>3. Christmas Eve 25-26th December 2021 From 11.55 pm till 12.30 am<\/p>\n<p>4. New Year Eve 31st December of 2021 \u2013<\/p>\n<p>1st January of 2021 From 11.55 pm till 12.30 am<\/p>\n<p>In compliance to above directions and highlighting the remedial action against pollution by the use of firecrackers aggravating the menace of Coivid-19 pandemic and posing higher danger to the lives and health of vulnerable groups, the State Government of Himachal Pradesh vide its Notification No-STE-E(3)-14\/2020 dated 30th October, 2021 has issued directions to all concerned Administrative authorities (DMs and SPs) and concerned stakeholder departments that only green crackers would be allowed for a very short duration on the following days and time specified in the table below:<\/p>\n<p>In view of above directions, HP State Pollution Control Board appeal to the general public and concerned stakeholders of the State of Himachal Pradesh to comply the above directions in letter and spirit and \u201cSAY NO TO FIRECRACKERS\u201d this Diwali.<\/p>\n\n<div style=\"font-size: 0px; height: 0px; line-height: 0px; margin: 0; padding: 0; clear: both;\"><\/div>","protected":false},"excerpt":{"rendered":"<p>Hon\u2019ble Supreme Court of India vide orders dated 23.10.2018 and 31.10.2018 in Writ Petition (Civil) No. 728 of 2015 titled as Arjun Gopal and Others vs. Union of India and connected matters had issued relevant directions relating to the use of firecrackers for compliance by the State Government.
